The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from multiple capitals. Considerable effort is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from enemy soil, a ability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Following this, a automatic firearm engaged a aerial vehicle somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on international aid – a dependence that regional partners are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, undoubtedly, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership functions according to a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from believing that the situation will not change more in its advantage in the near future.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
